The original law against hate crimes, passed in 1969, covers crimes motivated by race, color, religion, or national origin. The Senate recently passed a bill that adds gender, sexual orientation, gender identity, and disability and also removes the prerequisite that the victim must be engaging in a federally protected activity. Some states had already passed similar laws (not Virginia- surprise, surprise!).
